Approval of the Seventh Amendment to the Agreement with Vertex Data Utility Services LLC (Vertex) for services provided in support of the Utilities Customer Information System (CIS).

 

                     Seventh Amendment to the Agreement with Vertex for services provided in support of the Utilities CIS

                     This Amendment extends the Agreement for up to twelve (12) months adding $1,754,825.25 to the contract

                     Pricing for services has increased ten percent (10%) during the extension term to account for an increase in costs to support and maintain the legacy Utilities CIS

                     Staff is currently in negotiation with Vertex anticipating a long term Agreement for Board of County Commissioner (Board) consideration sometime during calendar year 2019   

 

The Seventh Amendment extends the contract term up to twelve (12) months through February 24, 2020, and increases the amount of the contract by $1,754,928.25 for a revised total of $24,138,507.75.

Summary:

The Seventh Amendment provides for a twelve (12) month extension through February 24, 2020, in order to continue ongoing operating and hosting services associated with the Utilities CIS while staff negotiates an Agreement for the legacy system to the latest software platform.

Pricing for services during the extension term will increase ten percent (10%) to account for an increase in costs to support and maintain the existing legacy SAP system on behalf of the County. As such, an increase to the contract in the amount of $1,754,928.25 is required.

It is anticipated, the negotiated agreement will be presented for Board consideration on or before July 2019

 

Background Information:

This contract was awarded by the Board on December 5, 2006 to provide for the supply, implementation, hosting, and continued support of the Utilities CIS (SAP). There has been six (6) previous Amendments to the agreement, the last of which was a twenty-four (24) month time extension approved by the Board on January 10, 2017.

This contract is critical to the $200 million revenue collections that the Utilities Department processes yearly for the unincorporated service areas, as well as serving as the billing agent for several cities and private utilities including Belleair Beach, Clearwater, Dunedin / Greenbriar, Indian Rocks Beach, Indian Shores, Kenneth City, Largo, Madeira Beach, North Redington Beach, Pinellas Park, Redington Beach, Redington Shores, St. Pete Beach, St. Petersburg, Treasure Island, and Utilities Inc.

Utilities collects approximately $375,000 - $400,000 per year for providing this service.

Existing hardware operating system runs out of support in March of 2019 and will be decommissioned by February 2020

 

Fiscal Impact:

Current approved expenditure to not to exceed $22,383,579.50

Increase in funds not to exceed $1,754,928.25

Revised contract amount not to exceed $24,138,507.75

 

Funding is derived from Utility Enterprise Funds.
