Approval of the award of bid to KAT Construction & Materials, Inc. for the Biosolids Valve and Piping modification project (Project) at South Cross Bayou Water Reclamation Facility (SCBWRF).

 

                     Biosolids Valve and Piping Modification Project at SCBWRF.

                     Two responsive bids were received; award to the lowest responsive, responsible bidder KAT Construction and Materials in the amount of $2,586,330.00.

                     The Project will repair and coat the sludge gas holding tank and install a new pump mixing system including the replacement of valves and instrumentation and controls.

                     The Project will increase the useful like of the tank and improve daily operations further reducing wear on downstream equipment.

 

Bid No. 189-0044 -CP (JJ); PID No. 003208A; in the amount of $ 2,586,330.00 on the basis of being the lowest responsive, responsible bid received meeting specifications. All work is expected to be completed within 210 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The purpose of this project is to repair and coat the sludge/gas holding tank, furnish and install a new pump mixing system and install new plug valves and piping for sludge feed lines to the two anaerobic digesters.  The project also includes the replacement of existing plug valves and actuators on sludge transfer piping, and the replacement of instrumentation and controls for process operation.

 

Background Information:

The SCBWRF utilizes an anaerobic digestion system installed as part of the 2001 facility expansion. The system consists of two (2) 800,000-gallon egg-shaped anaerobic digesters which are connected to a holding tank that stores sludge when the dewatering process is not operating and collects the biogas produced for use as a fuel in the downstream pelletization process.

This project will increase the useful life of the tank, improve the daily operation of the anaerobic digestion system, and reduce wear on downstream equipment.

 

Fiscal Impact:

Expenditure not to exceed: $2,586,330.00.

 

Project funding is derived from the Capital Improvement Program, Physical Environment, sewer renewal and replacement program allocation and from the Utilities Department Sanitary Sewer Enterprise Fund.
