• Contract includes tank inspection, cleaning, disinfection and rehabilitation.
• Locations of tanks are as follows:
1) Four 5 million gallon (MG) ground storage tanks (GST) located in Clearwater
2) One 7.5 (MG) (GST) located in Tarpon Springs
3) Two 5 (MG) (GST) located in Largo
4) One 5 (MG) (GST) located in Treasure Island
5) One 2 (MG) (GST) located in St. Pete Beach
• Award of bid to CROM, the sole responsive, responsible bidder in the amount of $1,248,000.00.
• Staff expected the response to be minimal to this competitive solicitation as CROM designed and manufactured the tanks.
• The market was tested through competitive solicitation confirming the sole source aspect of this project.
Bid No. 189-0026-CP(JJ); PID No. 003764A; in the amount of $1,248,000.00 on the basis of being the sole responsive, responsible bid received meeting specifications; all work is expected to be completed within 1460 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
This project provides for the inspection and reporting, cleaning and sediment removal, concrete rehabilitation, crack injection, material replacement, and bacteriological clearance of County-owned water storage tanks. This project increases the useful life of Ground Storage Tanks while providing for needed repairs to prevent catastrophic failures resulting in unscheduled shutdowns of the Water System.
Background Information:
On October 19, 2018, the Purchasing department, on behalf of the Utilities department, released a bid with the intent to establish a contract for the highly specified service of water ground storage tank rehabilitation.
As the tanks were originally designed and constructed by CROM and the work is highly specialized, staff did not expect an abundance of contractor interest for this project. However, the market was tested through competitive solicitation confirming that only CROM was qualified and capable of providing these services.
Fiscal Impact:
Expenditure not to exceed $1,248,000.00
Funding is derived from the Capital Improvement Program, Physical Environment, Plant/Pump Station Improvements allocation and from the Enterprise Water Renewal and Replacement Fund.
