Recommended Action

Approval of the Electric Vehicle Site Host Agreement (Agreement) with Duke Energy Florida, LLC (Duke).

 

                     The Agreement is necessary for the County to participate in Duke’s Park and Plug Program (Program).

                     Nine potential County locations have been identified to participate in the Program.

                     Duke will install, own, operate, maintain, and support electric vehicle supply equipment within their Florida service area.

                     Duke will record system data to evaluate charging behavior and provide Program evaluations to the Florida Public Service Commission on an annual basis.

                     There will be no cost for County vehicles to charge at the stations.

Summary:

This Agreement allows Duke to install electric vehicle charging stations at County-owned locations.  The charging stations will be available for citizens and County employees to charge their electric vehicles.  Charging station users will pay for the use of the charging stations through a cellular telephone application. 

 

Background Information:

Duke is installing five hundred thirty (530) electric vehicle charging stations within its Florida service area that will provide the necessary infrastructure network to promote and support the benefits of clean electric transportation.

Duke selected NovaCHARGE LLC, a leading electric vehicle charging solutions provider, to supply equipment, install the charging stations, and integrate services for the Program.  Selected host sites for the program will work directly with NovaCHARGE LLC for equipment installation. Duke will own the equipment through the term of the Agreement and any extension thereof.

The County identified nine (9) sites for consideration.  Duke has confirmed four (4) sites meet their eligibility criteria.  Following execution of the Agreement, NovaCHARGE LLC will perform further analysis on the remaining five (5) sites to determine their suitability.
The Agreement shall commence on the date of installation of the equipment and shall continue until December 31, 2022.

 

Fiscal Impact:

Duke will fund all site analysis, equipment, and installation.

 

The County will be responsible for the cost of electricity used at each site.  The County will be reimbursed for electricity charges to users by a third-party network provider. Revenue will be determined by the number of approved sites, and the amount of site use.

 

The Real Estate Management Department’s adopted budget for FY19 has sufficient appropriation to support the electricity usage expense. After expiration of the agreement, potential revenue, expense, and future fiscal impact for the County are unknown.
