Approval of the award of bid to AKCA, Inc. for the requirements of traffic pavement marking materials and services for the Tampa Bay Area Purchasing Cooperative (Cooperative).

                     Two bids were received for this contract.

                     The Cooperative contract:

1.                     supports the cities of Oldsmar, Pinellas Park and St. Petersburg.

2.                     will implement safety improvements to better protect vehicles and pedestrians.

 

Contract No. 178-0490-B(RO) in the annual amount of $679,265.50 for a sixty month term total of $3,396,327.50 on the basis of being the lowest, responsive, responsible bid received meeting specifications.  Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

This Cooperative contract supplies materials and services to install and remove thermoplastic and painted traffic markings, preformed markings and raised retro-reflective pavement markers.  The Contract is administered by the County including requirements from the cities of Oldsmar, Pinellas Park and St. Petersburg.  Cooperative participants are responsible for issuance of their own purchase authorizations.

This is a sixty (60) month contract with provision for one (1) price adjustment after the first thirty-six (36) months in an amount not to exceed the Consumer Price Index (CPI). 

 

Background Information:

On August 23, 2018, The Purchasing Department, on behalf of the Public Works Department and the Cooperative, released an invitation to bid with the intent to establish a contract for traffic pavement marking materials and services.

The Public Works Department determined that the existing need for Permanent Tape Pavement Markings (Group 4) is minimal and an unacceptable product was bid; therefore the totals for Group 4 were removed, will not be awarded and will be competitively sourced separately.

 

Fiscal Impact:

County estimated sixty (60) month expenditure not to exceed:          $2,834,952.50

Cooperative estimated sixty (60) month expenditure not to exceed:  $   561,375.00

 

Contract total sixty (60) month expenditure not to exceed:                $3,396,327.50

 

Estimated annual expenditure not to exceed:                                       $679,265.50

 

Funding is derived from the operational or capital improvement budgets of departments utilizing this contract.  Cooperative agencies are responsible for their respective funding sources.
