Summary:

The Compliance Manual is a supplement to County policies associated with ambulance billing functions for Ambulance Billing & Financial Services and the Emergency Medical Services & Fire Administration Divisions, It is the mechanism by which the Pinellas County Compliance Officer and Compliance Committee monitors the billing related functions of Ambulance Billing & Financial Services and the Emergency Medical Services & Fire Administration Divisions.  The Compliance Manual is periodically revised to reflect industry best practices and experience gained. 
The proposed Resolution will grant authority to the County Administrator to approve revisions to operational, technical and administrative elements of the Compliance Manual to keep pace with the dynamic nature of the healthcare industry.

The authority granted to the County Administrator excludes the authority to designate the Pinellas County Compliance Officer or members of the Compliance Committee.

 

Background Information:

On December 21, 1999, the Board approved the first edition of the Compliance Manual, and has subsequently approved two revisions: January 29, 2002 and June 6, 2006.  Most changes associated with updates are administrative but the original action in 1999 did not provide authority to the County Administrator to approve such updates.
