Recommended Action

Approve the attached Resolution certifying that monies received from the State Emergency Medical Services (EMS) Trust Fund will be used to improve and expand pre-hospital emergency medical services. Authorize the Chairman to sign the Grant application.

The State of Florida dispenses funds annually after the end of the state's fiscal year for the prior year from the EMS Trust Fund to Boards of County Commissioners upon their application to the State. These funds cannot supplant existing County EMS budget allocations. The grant rules require the Board of County Commissioners to submit a Resolution each year specifying the grant funds will be used to improve and expand the county pre-hospital EMS systems.

The EMS Advisory Council supports the use of EMS Grant funds to procure this rehabilitation unit to provide personnel cooling, hydration, nutrition, decontamination shower, restroom, tents, fans, chairs and coolers with ice & water at the site of emergency scenes.

Grant revenue of $137,282.00 will be awarded by the State EMS Trust Fund upon application. No matching funds are associated with this Grant.

Summary:

The State of Florida dispenses funds annually after the end of the state's fiscal year for the prior year from the EMS Trust Fund to Boards of County Commissioners upon their application to the State. These funds cannot supplant existing County EMS budget allocations. The grant rules require the Board of County Commissioners to submit a Resolution each year specifying the grant funds will be used to improve and expand the county pre-hospital EMS systems.

Background Information:

The Florida Emergency Medical Services Grant Act (Chapter 401, F.S.) specifies the sixty-seven Counties are the grant recipients. As such, the Board of County Commissioners and not the EMS Authority must apply for this grant.

For FY19, the award will be for $137,282.00. The funds will be used towards the purchase of a rehabilitation unit which will improve and expand pre-hospital emergency medical services.  An EMS Rehabilitation unit provides personnel cooling, hydration, nutrition, decontamination shower, rest room, tents, fans, chairs and coolers with ice & water at the site of emergency scenes. This assures that all personnel can recover properly and receive medical monitoring while involved in all hazard operations.

The EMS Advisory Council supports the use of EMS Grant funds to procure this rehabilitation unit.

Fiscal Impact:

Grant revenue of $137,282.00 will be awarded by the State EMS Trust Fund upon application. No Matching Funds are associated with this Grant. Unused grant revenue from last year’s award will also be used for this purpose. The revenue and expense were anticipated and included in the FY19 Adopted Budget.
