Approval and execution of the First Amendment with Avcon, Inc. (Avcon) for Professional Engineering Services, specific to Construction Administration Services, for the Airport Security System Improvement project (Project) at the St. Pete-Clearwater International Airport.
Contract No. 167-0339-NC (SS) increase in the amount of $136,032.00 for a revised amount of $377,986.50 and extension of one hundred eighty (180) days effective through September 24, 2019. Authorize the Chairman to sign and Clerk of Court to attest.
• As the Engineer of Record, Avcon, is needed to provide construction administration services to review submittals, respond to "Request for Information" (RFI's), perform quality control, and periodic site inspections for the Project.
• The original Agreement with Avcon was $241,954.50. The First Amendment will increase the contract amount by $136,032.00 for a total of $337,986.50 and extend the Agreement by 180-days to ensure that Avcon is able to provide construction administration services throughout the entire duration of the Project.

Summary:
The First Amendment increases the contract for construction administration services by $136,032.00 and provides additional time required to complete the construction of the project.
A term extension for 180 days is requested because there was a delay in the receipt of the FAA grant. Which was needed to be received prior to the Award of Construction by the Board of County Commissioners.
Background Information:
On January 1, 2018, the County Administrator approved a contract with Avcon to provide Professional Engineering Services for the design of the Airport Security System Improvement Project. Design services include an assessment report, schematic design and development, final construction documents, and bid phase services.
