Approval to accept a Public Transportation Grant Agreement with the Florida Department of Transportation in the amount of $900,000.00 for the Runway 18/36 Rehabilitation at the St. Pete-Clearwater International Airport. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
The Public Transportation Grant Agreement (PTGA) (formerly called a Joint Participation Agreement or JPA) will assist PIE in funding the design and construction of the rehabilitation of Runway 18/36. Runway 18/36 is the primary runway for PIE.
Background Information:
The project involves the design and construction of the pavement rehabilitation of Runway 18/36. The existing asphalt runway exhibits various types of distresses, such as weathering and longitudinal/transverse cracking. The most recent Pavement Condition Index (PCI) Study notes PCI values ranging from poor to satisfactory. As part of this project, the safety areas, shoulder widths and blast pad dimensions will be rehabilitated to current airport design standards.
The project also includes a 100-foot extension to Runway 04 which will increase the overall length of the runway to 6,000 feet. The additional length is needed so that PIE’s air carrier aircraft can utilize this runway during an extended closure of Runway 18/36 during construction.
The expiration of the grant is June 30, 2022.
Fiscal Impact:
This PTGA will be used for both design and construction of the Runway 18/36 project. The FAA grant was approved by the Board of County Commissioners at the August 21, 2018 regular meeting.

Airport Fund (5%) $ 57,687
TOTAL $1,153,737
The $842,313.00 balance will be used for the estimated $18M construction which will be bid next year.
