Approval of the award of bid with A1 Assets, Inc. (A1) for requirements of recycling and demanufacturing of electronics.

Bid No. 178-0567-B(JA) in an annual amount of $333,600.00 for a sixty (60) month term total of $1,668,000.00 on the basis of being the lowest responsive, responsible bid meeting specifications.

Summary:

This contract provides end-of-life electronics collection and recycling from County residents and businesses.  Services include on-site collection from the Household Electronics and Chemical Collection Center (HEC3), mobile collection events and environmental business collection events. 

 

Background Information:

This is a re-solicitation, as the original contract was originally awarded by the County Administrator on June 30, 2018, with award rescinded on September 21, 2018.  There were two (2) responsive bids.  The pool of potential firms is very limited due to the regulations that must be met for this service.  A1 was the original awardee, but had issues furnishing the required insurance through their broker.  A1’s pricing was over $3,000,000 less than the second bidder.  Staff recommended a re-solicitation.

The re-solicitation yielded three (3) responsive bidders.  A1 was the lowest responsive and responsible bidder and has met insurance requirements, which were reviewed and approved by the Risk Management Department. 

The contract has provision for price adjustments after the initial twenty-four (24) month term and annually thereafter, based upon the Consumer Price Index for Water, Sewer, and Trash Collection.

Upon completion of the north county collection facility, the location will be incorporated into the contract as an additional drop-off site.

 

Fiscal Impact:

Estimated annual expenditure not to exceed:                                          $333,600.00

 

Estimated 60 month contract expenditure not to exceed:                     $1,668,000.00

 

Funding is derived from the Solid Waste operating budget.
