Approval of the award of bid to Keystone Excavators, Inc. for the Bee Branch Creek Phase 1 erosion protection project.

Bid No. 178-0505-CP (JJ); PID No. 002121A; in the amount of $761,594.00 on the basis of being the lowest responsive, responsible bid received meeting specifications. All work is expected to be completed within 300 consecutive calendar days. Authorize the Chairman to sign and Clerk of Court to attest.

Summary:

The purpose of this contract is to protect properties from erosion along the lower reaches of the Bee Branch Channel. Work consists of the installation of gabion retaining walls, gabion mattresses, and turf mats to stabilize the banks and creek bottom.

 

Background Information:

Several properties along Bee Branch creek are experiencing erosion due to creek flows. In an effort to mitigate erosion in an environmentally sensitive mechanism, gabions and turf mats are proposed to be installed along the creek. This method will allow for vegetation to grow along the stabilized creek.

Phase II of this project, located between 15th Street and 19th Street was constructed in advance of Phase I.  Phase I was previously canceled due to inadequate funding.  The design was revised and competitively solicited and is being presented for award consideration by the Board of County Commissioners.  Phase III will be designed and constructed in “Penny IV”.  The attached project map shows the location of the three (3) phases.

 

Fiscal Impact:

Expenditure not to exceed: $761,594.00

 

Funding is derived from the Local Option Infrastructure Sales Surtax (Penny for Pinellas) for 50% of the cost, and the Southwest Florida Water Management District for the remaining 50%.
