Summary:

The 2018 Capital Assistance for Hurricane Response and Recovery Efforts (CARE) funding opportunity is for Health Center award recipients to provide one-time support for expenses related to the consequences of Hurricane Irma.

This new funding award will support minor alteration/renovation (A/R) and equipment costs for emergency preparedness and mitigation such as raising the existing generator, installation of hurricane shutters, sanitizing equipment and 800Mhz radios for improved emergency response communication.  A full review of A/R activities will be provided by the architect prior to award expenditure.

Background/Explanation:

The Health Resources and Services Administration awarded $60 million in capital awards to 161 community health centers in six southern states and two U.S. territories that were impacted by hurricanes Harvey, Irma, and Maria.  CARE funding will help ensure continued access to primary health care services at community health centers in areas affected by the hurricanes.

Fiscal Impact:

The County applied for $107,075.00 and was awarded $129,025.00 for a 2-year funding period starting September 1, 2018 to August 31, 2020.  There is no match required.  This expenditure and revenue was not included in the FY19 Tentative Budget.  A Budget Resolution may be required in FY19.

This is new funding that addresses emergency preparedness needs within the Healthcare for the Homeless Program and does not offset existing General Fund investments.
