Recommended Action:
Approval and execution by the County Administrator of the Specific Performance Agreement (SPA) with Pinellas County Sheriff’s Police Athletic League, Inc. (PAL) to provide funding for facility renovations.

Summary:
One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2019 (FY19) is the PAL Facility Rehabilitation project. PAL provides youth sports programming, academic support, a computer lab, art and music activities and afterschool care in the Lealman community. This agreement will provide funding for facility renovations for cafeteria improvements, additional storage, weight room structure removal, outside overhang area enclosure, and lighting replacement at 3755-46th Avenue North in Lealman.
The SPA is effective for one (1) year, from October 1, 2018 to September 30, 2019.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into Specific Performance Agreements with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $47,616.00 during the term of the Agreement. Funding for this Agreement is included in the FY19 Proposed Budget for Community Development Block Grant (CDBG) funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
