Summary:
The letter of intent and self-certification provide assurance to the U.S. Department of the Army (USDOA) that the County will meet its financial obligations prior to entering into an agreement with the USDOA to complete the Feasibility Study. The letter also states that as a condition before work is performed by the USDOA, the County must meet a timeline of required actions described in the letter to the Local Sponsor.
The Clerk of the Circuit Court and Comptroller will sign the certification of financial capacity as Chief Financial Officer as required by the USDOA. Both the letter of intent and the certification of financial capacity are due to the USDOA by August 30, 2018. Upon receiving the signed self-certification and letter, the USDOA will finalize the draft agreement and submit to the County for signature approval by the Board of County Commissioners.
Background/Explanation:
The USACE and the County must execute a Feasibility Cost Sharing Agreement (FCSA) by October 30, 2018. The feasibility study will produce a General Reevaluation Report to determine if one or more County beaches currently authorized for federal participation can be reauthorized for an additional 50 years. The County’s federal authorizations expire in 2025, 2030, and 2043 for Treasure Island, Long Key, and Sand Key, respectively. The County and USACE staff will meet prior to finalizing and executing the FCSA to determine which beaches will be part of the study and other aspects of the study’s Management Plan.

N/A. No local cost share required. Study to be funded at 100% federal cost.
