Approval and execution by the County Administrator of Amendment 4 to the Community Home Care Medical Services Agreement with BayCare Home Care, Inc., (BCHC) for services related to clients of the Pinellas County Health Program (PCHP) and Health Care for the Homeless (HCH) program.

Summary:

This Amendment provides an additional $50,000.00 to ensure continued home care services for authorized PCHP/HCH clients to aid in the stabilizing health and recovery throughout the remainder of this fiscal year.  Services include durable medical equipment, home health services, oxygen, outpatient rehabilitation services, wound care, infusion therapy, and orthotics and prosthetics at agreed upon discounted rates.

 

Background/Explanation:

In January 2018, in response to rising costs associated with home care services, the BCHC Funding Agreement was amended to establish service delivery caps to control expenditures.  BCHC, the Florida Department of Health in Pinellas County (DOH) and Human Services manage service levels by meeting bi-monthly to review utilization.  Additionally, DOH performs a weekly review on enrolled clients to manage service levels and ensure compliance with established standards of care.

As a result of these processes, the average monthly costs have decreased from $55,428.40 (Oct 2017 - Mar 2018) to $37,215.15 (Apr 2018 - June 2018) due to implementing changes to the service levels.  Utilization management efforts will continue in the new fiscal year.

 

Fiscal Impact:

An additional $50,000.00 will be added to the current funding amount of $550,000.00 for a total funding amount not to exceed $600,000.00 in Fiscal Year 2018 (FY18).  This amount will come from the Human Services’ allocated General Fund appropriation for FY18 due to the anticipated PCHP Pharmacy program savings.  This amendment is consistent with the FY18 estimates utilized for the development of the FY19 Proposed Budget.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(1).
