Approve the eastern bridge and trail alignment alternative to complete the Project Development and Environment (PD&E) study for the San Martin Boulevard over Riviera Bay Bridge replacement and roadway improvement project, County PID No. 001036A.

Summary:

This action is necessary to complete the PD&E process, and to seek state and federal funding opportunities for this project.  Selection of the preferred alternative does not obligate the County to construct the alternative, but allows the process to move forward.

 

Background Information:

On the June 12, 2018 Work Session, the project team presented the results of the Sea Level Rise (SLR) analysis using the recommendations provided by the Tampa Bay Climate Science Advisory Panel (CSAP), and provided a general update of the project status.

As a result of the presentation at the June 12th Work Session, consensus was achieved by the Board for the eastern bridge and trail alignments, which is in agreement with the preferred design alternative selected by the City of St. Petersburg and other project stakeholders.

Summary of tasks to be performed upon approval of the preferred alternative:
                     Update environmental impacts since the original evaluation and data collection
                     Coordinate with the Florida Department of Transportation (FDOT) Central Office for compliance with the National Environmental Policy Act (NEPA) since these duties have been reassigned from the Federal Highway Authority (FHWA)
                     Complete the Engineering and Environmental Analysis and Reports
                     Conduct a Public Hearing

 

Fiscal Impact:

The anticipated cost for the eastern bridge alignment is $13.753 million with a service life of 75 years, and $0.921 million for the eastern trail alignment.
