Summary:
As per request of the Medical Examiner, this resolution recognizes and appropriates unanticipated reimbursement grant revenue of $100,000 in the FY18 General Fund budget for the Medical Examiner Office. The revenue is from the 2016 DNA Capacity Enhancement and Backlog Reduction (CEBR) grant, which was budgeted in FY17 for the purchase of a ThermoFisher: Applied Biosystems AB3500 Genetic Analyzer. This instrument was ordered in FY17, but it was delivered and paid for in FY18.
Background Information:
In FY17, the Medical Examiner received a 2016 DNA Capacity Enhancement and Backlog Reduction (CEBR) grant for casework capacity enhancement and backlog reduction. The multi-year grant award for $340,027 began January 1, 2017, and will end December 31, 2018. The grant included $100,000 for the Genetic Analyzer, with delivery and payment originally expected by the end of FY17. Due to delayed delivery, the expense and associated reimbursement occurred in FY18.
Fiscal Impact:
Adoption of this resolution provides for the receipt of $100,000 in unanticipated, reimbursement grant revenue and increases the FY18 operating expense budget by $100,000. The expense and reimbursement have been included in the FY18 Budget Estimate for FY19 budget development. A local funding match was not required for the grant award.
