Approve the award of bid to Kamminga & Roodvoets, Inc. for the Highland Avenue Drainage Improvement Project (Jeffords Street to Pine Street).

Bid No. 178-0327-CP (LN):  PID No. 002308A; in the amount of $1,728,508.80 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within 450 consecutive calendar days.  Authorize the Chairman to sign and Clerk of Court to attest.

Summary:

This contract provides for the removal and replacement of both an existing in-ground detention system and stormwater pipes, including milling and resurfacing of the roadway.  Work also includes construction of sidewalk, Americans with Disability Act specified ramps, traffic and pedestrian signal upgrades, and relocation of the City of Clearwater’s water main.

 

Background Information:

Originally, Highland Avenue was a Florida Department of Transportation (FDOT) roadway, and as such, FDOT added travel and turn lanes with an in-ground detention system and corrugated metal stormwater pipes. The in-ground detention system is no longer functioning and having adverse effects on the pavement service life with ponding of stormwater.  Both the corrugated metal pipes and detention system have reached the end of their service life and will be replaced through this project.

 

Fiscal Impact:

Expenditure not to exceed:  $1,728,508.80.

 

Funding for this project is derived from the Capital Improvement Program, Physical Environment, Storm Sewer Rehab Program Allocation.  County Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas).  As presented in the attached Project Financial Overview, a budget amendment is in process to re-allocate $550,000 from the Stormwater Conveyance System’s, PID 000207A, FY19 budget.  The Myrtle Ave Drainage project, PID 002434A (budgeted under 000207A) has been placed on hold as a result of this planned budget amendment. Additional shortfall will be addressed with a funding request during the FY20 Budget development process.

 

The City of Clearwater (City) executed a Joint Participation Agreement with the County for City related utility work to be constructed as part of this project for an estimated amount of $80,734.50.  The bid received for those improvements was $128,282.00.  The City has verified that funding in the amount of $129,282.00 plus $6,464.10 administrative fee, for the City’s portion of the work is available.
