Approval of ranking of firms and execution of the agreement with Crowe LLP Tampa (Crowe), Florida for auditing services.
Contract No.178-0114-P (RW); in an amount not to exceed $346,500.00 for the first year of services. The contract term ends with the fiscal year ending on September 30, 2022, after the completion of audits for five (5) fiscal years.
Chairman to sign and Clerk of Circuit Court to attest the agreement and engagement letter.

Summary:
Pursuant to Section 218.391 of Florida Statutes and Section 2-178(m) of County Code, this contract provides auditing services on an annual basis for all County Agencies. The Board of County Commissioners (Board) per County Code is responsible for selecting an independent certified public accountant to audit all agency financial statements
An Auditor Selection Committee as defined per 2-178(m) County Code consisting of seven (7) members with designees from: Board of County Commissioners, Clerk of Court and Comptroller, Property Appraiser, Sheriff, Supervisor of Elections, Tax Collector and Director of the Office of Management and Budget met on July 12, 2018 and July 20, 2018 to evaluate the proposals received.
The firms in order of ranking is attached.
Background Information:
On May 23, 2018, the Purchasing Department, on behalf of the Board of County Commissioners, released a Request for Proposal (RFP) with the intent of obtaining the services of a qualified firm for annual requirements of auditing services.
The Auditor Selection Committee has recommended Crowe to continue to provide auditing services for five (5) fiscal years, through the fiscal year ending September 30, 2022. Crowe is the current provider; there are no provisions in either Florida Statues or County Code prohibiting the same firm from either proposing or offer of award.
As a matter of record, the proposed contract has language that restricts liability on behalf of Crowe and indemnification language that is modified from typical indemnification language contained in agreements. The proposed modifications correspond to the terms which are in the current contract with Crowe and the recommendation is to proceed with language as contained in the new agreement
Fiscal Impact:
Estimated expenditure for year one of services $340,500.00
Contractor Licensing Department option per year: $ 6,000.00
Year one not to exceed: $346,500.00
On June 1st, of each year after year one the not to exceed sum will be adjusted annually for the life of the contract, in an amount not to exceed the average of the Consumer Price Index (CPI) for all Urban Consumers, for the twelve (12) months prior.
The service fee is all inclusive providing for travel, overheads and all associated expenses.
Funding is derived from: General Fund, Emergency Medical Services Fund, Community Development Block Grants, State Housing Initiatives Partnership Program Grant, Court Fund- CCC, Board Fund-CCC, Recording Fund-CCC, Airport, Water and Sewer, and Solid Waste Funds.
