Bid No. 178-0313-CP(JA); PID No. 001020A in the amount of $1,414,487.52 on the basis of being the lowest responsive, responsible bid meeting specifications; all work is expected to be completed within four hundred twenty (420) consecutive calendar days.

Summary:
The purpose of this contract is to construct intersection improvements at the intersection of Northeast Coachman Road (State Road 590) at Old Coachman Road (County Road 535) to include: roadway widening for the addition of protected left turn lanes on all legs of the intersection, along with resurfacing, restoration and rehabilitation of the existing roadway and the addition of paved shoulders with bike lanes. Sidewalks will be constructed to provide connection to the Florida Department of Transportation’s (FDOT) sidewalk project on NE Coachman Road, and provide trail connectivity to the Duke Energy and Ream Wilson Trails. Mast arm signals will be upgraded to accommodate the new lane configuration, and the railroad crossing arms will also be replaced to accommodate the intersection upgrades.
Background Information:
Pinellas County Traffic Operations/Engineering previously identified the need to upgrade, improve congestion/capacity, optimize traffic operations, improve safety, provide connectivity to the Ream Wilson and Pinellas/Duke Energy Trails, provide for Americans with Disabilities Act requirements, pedestrian/multi-user features, and update the traffic signal system. Through extensive coordination and collaboration between Traffic Trail stakeholders, FDOT, CSX and the City of Clearwater, this project will be consistent with adjoining proposed and recently constructed projects, provide connectivity, as well as provide for traffic safety with continuous trail connections, and improvements to the CSX crossing to facilitate the multi-user needs of the intersection.
Fiscal Impact:
Expenditure not to exceed: $1,414,487.52.
Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas) and grant funding provided by an FDOT County Incentive Grant Program agreement under the Capital Improvement Program: Transportation and Traffic Flow, Intersection Improvements Program Allocation.
