Approval of ranking of firms and execution of agreement with H.W. Lochner, Inc., for 126th Avenue North Improvement Project from U.S. Highway 19 to 34th Street North Project Development & Environmental (PD & E) study.

Contract No. 167-0404-NC (SS); PID 002925A, in an amount of $919,917.66 from the notice to proceed date for eighteen (18) consecutive calendar months.  Chairman to sign and Clerk of Court to attest.

Summary:

This contract is for professional engineering consulting services to complete a PD&E Study for Improvement Project on 126th Avenue North, from US Highway 19 to 34th Street North.  Through the National Environmental Policy Act process, this study will provide for complete analysis and assessment of the project’s impacts on the social, economic, cultural resources, and natural and physical environment.  These impacts will be evaluated in order to obtain Federal Highway Administration, Location and Design Concept Acceptance for potential pursuit of Florida Department of Transportation grants.

 

Background Information:

The overall objective of this planned project is to relieve local traffic congestion on the parallel section of Ulmerton Road, while improving access to existing businesses, and attracting new businesses to the area. The project will also provide an extension of and connection to the Pinellas Trail Loop at Roosevelt Boulevard to the south (via Scherer Drive and 28th St. North) and the Duke Energy Trail to the north. These improvements will provide vital connections to enhance the multi-modal transportation needs and economic development opportunities of this area.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.055 was released on July 20, 2017; the negotiation and scoping process was concluded June 2018.

The contract includes fully burdened negotiated hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061. Florida Statutes.

Fiscal Impact:

Basic Services not-to-exceed:                     $775,127.75

Optional Services:                                                               $  94,789.91

Contingency:                                                                $  50,000.00

Total expenditure not-to-exceed:                     $919,917.66

 

Funding for this project is derived from the Capital Improvement Program:  Transportation and Traffic Flow, Local Streets/Collector Projects program allocation from the Local Infrastructure Sales Tax (Penny for Pinellas).
