Approve the grant award with the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) for the Cooperative Agreement to Benefit Homeless Individuals (CABHI).

Summary:

This grant provides funding for year three of CABHI. This program provides mental health, substance abuse, and SSI/SSDI Outreach, Access, and Recovery (SOAR) services to individuals with serious mental illness, substance use disorder, serious emotional disturbance, and/or co-occurring disorder who have recently transitioned from homelessness to permanent housing.

 

Background Information:

In 2016, the County was awarded a three-year grant beginning 9/30/2016 through 9/29/2019 to increase capacity to provide accessible, effective, comprehensive, coordinated, integrated, and evidence-based treatment services for individuals who experience chronic homelessness and have substance use disorders, serious mental illness, serious emotional disturbance, or co-occurring disorders. From inception through March 31, 2018, the CABHI program has provided 1,400 services to 105 enrolled clients.

 

Fiscal Impact:

Funding in an amount not to exceed $800,000.00 is provided by Grant # 5H79SM063331-03 from SAMHSA. No match is required. Funding is included in the anticipated Human Services FY19 Budget.
