4.3 Catalyze redevelopment through planning and regulatory programs

Summary:

Approval of this agreement will allow the County to accept funding awarded to Lealman Community Services District, Inc. to be applied toward the purchase price of the Lealman Community Campus and complete various capital improvements at the facility/campus and within the Lealman CRA in exchange for the assignment of Appropriation Project Request #0917 funding in the amount of two million dollar ($2,000,000).

Background Information:

The County purchased the property located at 5175 45th Street North, St. Petersburg, Florida to establish a community center within the Lealman CRA to provide for needed services to the community.  The property was purchased on January 29, 2018 for eleven million dollars ($11,000,000).  Subsequently, Lealman Community District Services, Inc. received a two million dollar ($2,000,000) appropriation through the state legislature for the purposes of buying/building a community center in the Lealman community.  This agreement will allow for a consolidation of resources and facilitate the full operation of the Lealman Community Campus.

Fiscal Impact:

Acceptance of the $2 million will offset expenditures of Penny for Pinellas funds towards the purchase and capital improvements of the Lealman Community Campus.
