Summary:

This First Option of Renewal provides funding for supportive housing to low-income residents who are disabled by mental illness through September 30, 2019. Boley residents also receive on-site case management, including connection to medical care, vocational training and job placement, and other community support services.

This action amends the agreement to accurately reflect a name change for the Pinellas Homeless Management Information System (PHMIS), includes requirements to implement Housing First and coordinated entry principles, and use a universal release of information form to improve partner agency coordination.

 

Background Information:

Boley is a not-for-profit organization that has served homeless individuals, veterans, families and youth with mental health disabilities in Pinellas County (County) since 1970.

On August 18, 2015, the Board of County Commissioners (Board) approved the original agreement with Boley for $317,480.00 per fiscal year (FY) to provide supportive housing to residents disabled by mental illness. The County’s contribution is leveraged towards the mandatory 25% local cash match needed to secure over $1.9 million from the United States Department of Housing and Urban Development (HUD), and covers operations and service fees for nine housing grant programs.

In FY18, Boley has provided permanent supportive housing to 302 individuals and families, Safe Haven housing and services to 58 individuals, and stable housing to over 42 families. Boley offers a variety of treatment, recovery and vocational services at 49 housing and service locations across the County, providing much needed mental health and substance abuse supports to County residents in need.

 

Fiscal Impact:

Continuation funding in an amount not to exceed $317,480.00 has been included in Human Services’ FY19 General Fund request. This amount is consistent with the FY18 Adopted Budget.
