Summary:
The Bayway Landscape Funding Agreement provides financial assistance to the TVCA for landscape maintenance on the Pinellas Bayway (S.R. 679). The County agrees to pay the TVCA $18,000.00 annually for this effort. The amount is based on average cost per acre for median maintenance work that would be County responsibility if TVCA were not providing the maintenance. The agreement is for five (5) years with two (2) options of renewal for the same term, unless terminated.
This agreement is a mutually beneficial partnership for the County, TVCA, residents and visitors. The beautification of this area benefits both TVCA and Pinellas County as the corridor serves as a gateway to the County’s Fort De Soto Park and beaches.
Background/Explanation:
The Florida Department of Transportation provides basic mowing for the state roadway, but any additional landscaping requires an additional maintenance agreement. Pinellas County and the Tierra Verde Community Association, Inc. (TVCA) entered into an Interagency Agreement on January 26, 2006, for the TVCA to provide landscaping on the Pinellas Bayway (S.R. 679). The new Bayway Landscape Funding Agreement is in addition to and complements the existing Interagency Agreement. The County and TVCA have actively pursued funding and established an enhanced landscaping program and installation for this unique and beautiful section of the unincorporated area.
Fiscal Impact:
The County shall pay the TVCA a total of $18,000.00 annually for landscape maintenance associated with the Pinellas Bayway (S.R. 679).
Funding is derived from Transportation Trust Fund within the Public Works Department budget. This agreement was not included in the Fiscal Year 2019 budget request. Appropriation will be re-prioritized as needed to accommodate this expenditure.
Delegated Authority:
Authority for the County Administrator to approve and sign this Agreement is granted under Code Section 2-62 (a)(1).
