Approval by the County Administrator of the Grant Application and related documents in partnership with the Sixth Judicial Circuit (Court) for the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Family Treatment Drug Court Enhancement Grant.

Summary:

This Grant Application requests funding for the Drug Treatment Courts Program. This project will overlap the existing OJJDP grant to support the Family Dependency Treatment Court (FDTC) for the first year and then extend the project for an additional three years.   

Grant Application is due June 21, 2018.

 

Background/Explanation:

Drug Court provides participants the opportunity to avoid a jail sentence and become productive, drug-free members of the community.  In 2016, Pinellas County was awarded a three (3) year FDTC grant to provide a voluntary program to stabilize parents using substance abuse treatment, parenting classes and frequent random drug testing.  The program’s goal is to reduce the incidence of substance use by participating parents, improve parenting skills, lower the incidence of drug exposed newborns and reduce reports of neglect or abuse.  In its first year of Family Drug Court implementation, 22 individual parents (19 families) were admitted and 100% of the parents or guardians participated in evidence-based and trauma-informed substance abuse treatment.

This grant will provide outpatient counseling and residential treatment services for an estimated 35 parents per year.  Starting in the first year, the FDTC program will be enhanced by adding recovery housing and peer recovery coaching to help clients with housing navigation, employment and other recovery support services. The focus population will be parents involved in dependency proceedings who have mental health and substance abuse concerns, including opioid use.

 

Fiscal Impact:

A budget resolution would be required in FY19 in an amount not to exceed $900,000.00 if the Family Drug Court Enhancement Grant is awarded.  The Court will provide match in the amount of $300,000.00 through court staff salaries.  No County funds will be expended for match.

Authority for the County Administrator to sign this Grant Application is granted under Code Section 2-62 (a)(1).
