Summary:

Through this JPA, the County and City mutually agree that it is economically beneficial to have the County’s contractor perform the City’s utility work as part of the construction of the overall project.

The primary work to be performed on behalf of the City is for the replacement, relocation or adjustment of approximately 1,425 linear feet of four (4) inch to 16 inch water, sewer and reclaimed water piping, as well as 2,200 linear feet of fiber optic cable.  The City’s piping and cable are in conflict with the proposed construction improvements on Forest Lakes Boulevard from west of Pine Avenue to west of Racetrack Road.

The attached JPA also provides the funding mechanism for the City to pay the County in advance of commencement of construction activities, and further identifies both County and City responsibilities throughout project duration. 

 

Background Information:

The County’s contractor will be improving, reconstructing and/or replacing the City’s existing water, sewer and reclaimed water piping as part of a larger planned roadway reconstruction and widening improvement project on Forest Lakes Boulevard. Work will take place from west of Pine Avenue to west of Racetrack Road.  County staff anticipates advertising for construction of the project in June 2018, with a construction duration anticipated for approximately twenty eight (28) months following award of the contract.

This agreement will result in a cost savings to both the County and the City by reducing costs for mobilization, maintenance of traffic, site restoration, and project administration as one (1) primary contractor will be performing all work at the same time.

 

Fiscal Impact:

This project is budgeted in the Capital Improvement Program: Transportation and Traffic Flow, Countywide Road Improvement Program allocation.  The City has verified that funding in the amount of $408,321 for the City’s portion of the utility work is available for construction of their water, sewer and reclaimed water piping.  The City’s preliminary estimated utility work is projected to cost $388,877, plus an additional five (5) percent in the amount of $19,444 for County construction, contract administration, and compaction and backfill testing costs.
