Award of bid to Suncoast Development of Pinellas County, Inc. (Suncoast) for the Countywide ADA, sidewalk, drainage and roadway improvements contract.
Contract No. 178-0217-CP(JA); PID No. 003677A in the amount of $4,623,402.00 on the basis of being the lowest responsive, responsible bid meeting specifications. All work is expected to be completed within seven hundred thirty (730) consecutive calendar days. Chairman to sign and Clerk of Court to attest.

Summary:
The purpose of this contract is to construct sidewalk, drainage and roadway improvements at various locations through the County. This is a work order contract designed to construct individual projects that are relatively small in size, establishing a more efficient process as compared to advertising and bidding each project individually. The work order approach reduces overall construction time and provides economy of scale by grouping numerous small projects into one (1) contract. It also provides flexibility to address unanticipated infrastructure needs (i.e., emergency failures).
Background Information:
Work includes but is not limited to milling, resurfacing, installation of pavement markings, and related items. Projects will be issued on an individual work order assignment basis. A tentative project list is attached; individual projects are prioritized based on the need for replacement (i.e., the infrastructure has reached its life cycle), and/or the need for improvements (i.e., construction of new roads or new drainage features).
Fiscal Impact:
Estimated expenditure not to exceed: $4,623,402.00
Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas) of the General Sidewalk and ADA Program, Road Resurfacing and Rehabilitation Program, Stormwater Conveyance System Improvement Program. Other funding sources may include, but are not limited to the Surface Water Utility Fee, Municipal Services Taxing Unit, and various other funding sources based upon the need for infrastructure replacement and/or improvements.
