Consideration of ranking of firms and provide direction to staff; options include, but are not limited to:
1) Authorize staff to proceed with negotiations with the top ranked firm and provide direction for desired negotiation points.
2) Request oral presentations from the highest ranking three (3) firms, as initially ranked by the Evaluation Committee. Each firm scored above, or within 2 percentage points of the 800 point benchmark typically used.
3) Request oral presentations from all seven (7) ranked firms.

Summary:
Staff is seeking consideration from the Board of County Commissioners as to the ranking of firms based upon the committee’s public evaluation of the proposals held on April 30, 2018.
Background Information:
This contract provides the County with state governmental relations services, including but not limited to: The development of legislative strategy, policy recommendations to agencies and elected officials, monitoring legislation and policy, securing appropriations, and advocating for legislation consistent with Pinellas County’s legislative program.
The evaluation committee was comprised of representatives from County Administration (2), Forward Pinellas, Public Works and the Office of Management and Budget.
Negotiations with the selected firm will include pricing and greater defining of the Statement of Work.
Fiscal Impact:
The estimated price for services not to exceed $100,000.00 annually, based upon the current contract.
Funding is derived from the General Fund, Countywide Support Services - Intergovernmental Program.
