Contract No. 167-0087-B(LN); through September 30, 2022. This change order has no impact on the approved expenditure limits pertaining to this contract.

Summary:
This agreement establishes drug treatment services for adult offenders who are deemed eligible for the Division Z prison diversion program. Funded by State appropriation, the program is a collaboration between the County, the Sixth Judicial Circuit Court and local treatment providers.
Change order No. 1 implements revised performance standards for program contractors as required by the State of Florida through its Department of Financial Services (DFS). These revised standards tie fiscal penalties to treatment performance to ensure accountability of service timing, reporting, and delivery. These updated requirements are included in the new agreement between the Sixth Judicial Circuit Court and the County and must be incorporated into the service agreements for compliance by treatment providers.
Additionally, Change order No. 1 extends the availability of post-treatment drug testing to Service Group 1, Residential Treatment/Aftercare. The initial bid included post-treatment drug testing at $15.00 within Service Groups 2 and 3 for Outpatient Treatment. This change allows for the service to be provided at the same rate within the existing submitted budget for Residential Treatment/Aftercare.
Background/Explanation:
On September 26, 2017 the Board of County Commissioners approved the award of this contract.
Under the contract, eligible offenders are offered a voluntary eighteen (18) to twenty four (24) month court-supervised treatment program involving regular court appearances before a drug court judge. Participants are selected by the Sixth Judicial Circuit and must meet certain criteria, i.e., being amenable to treatment and having an underlying nonviolent offense.
Since its inception, one hundred seventy seven (177) have graduated from the program. Currently there are seventy eight (78) active participants, including fifty one (51) who are new enrollees.
Fiscal Impact:
Approved sixty (60) month expenditure not to exceed: $3,482,787.50

Funding for Division Z is derived from annual State appropriated dollars.
Delegated Authority:
Authority for the County Administrator to approve this change order is granted under Code Section 2-62 (a)(2).
