Summary:
This amendment revises the agreement scope to implement PEMHS’ RRIM, a best practice that aims to reduce the utilization of costly crisis beds.
Additionally, leveraging the lessons learned from the Pinellas County Empowerment Team Program (PCET), the amendment aligns two existing County programs (Baycare Behavioral Health Triage and Forensic Focused Outreach) with PEMHS to form a Pilot integrated case management program as next steps in the system of care.
Finally, this action initiates a first renewal option for the contract.
Background Information:
In Fiscal Year 2017 (FY2017), PEMHS reached capacity and went into over-flow status on 228 days. A review of admissions indicated that many individuals could potentially be placed in a less restrictive environment with the appropriate community supports. In order to reduce ongoing demand for costly crisis beds and to better connect clients to appropriate community services, PEMHS has moved forward with the implementation of RRIM to improve the local system of care. Focusing on front-end interventions and community stabilization, the RRIM reduces the number of publically-funded beds from 59 beds to 45 beds and shifts resources to intake and diversion.
Building on the implementation of RRIM, PEMHS has been identified as the location to host and supervise a Pilot that realigns existing programs under PEMHS’ supervision to provide for integrated case management services. The Pilot team will consist of the Forensic Focused Outreach Program (FFO) with Suncoast Center Inc., BayCare Behavioral Health Triage program (BayCare) that was established under a state grant, and PEMHS’ staff.
To support implementation, $344,430.00 will be transitioned from the PCET program to support PEMHS’ supervision of the Pilot and to contractually align critical BayCare services since the state grant has ended.
The Pilot seeks to promote stability for higher need clients referred from PEMHS, establish a core structure as a model that the community can adapt and build upon, and effectively leverage community resources to connect individuals to critical services. Pinellas County Sheriff’s Office (PSCO), Central Florida Behavioral Health Network (CFBHN) and Pinellas County will coordinate as a steering committee and will work with community stakeholders to further efforts. A cooperative grant has also been received by CFBHN to expand the model with additional staffing resources.
Fiscal Impact:
The FY2018 Adopted Budget for Human Services includes $1,693,066.00 to support the current annual contract with PEMHS. This funding will support the implementation of RRIM.
Additionally, the FY2018 Adopted Budget for Human Services includes the $344,430.00 to support PEMHS supervision and Baycare services included to implement the Pilot.
