Adoption of a resolution approving technical revisions to the State Housing Initiatives Partnership Local Housing Assistance Plan and authorizing the submission of the Local Housing Assistance Plan to the Florida Housing Finance Corporation.

Summary:

The State Housing Initiatives Partnership Local Housing Assistance Plan (SHIP Plan) for Fiscal Years 2015-2016, 2016-2017, and 2017-2018 was approved by the Board on April 21, 2015 by Resolution 15-31. The three-year plan outlines locally developed housing strategies to utilize annual SHIP fund allocations. Homeowner Strategies include: purchase assistance without rehabilitation, housing rehabilitation, acquisition with rehabilitation or new construction, and special needs. Rental Housing Strategies include: special needs, rehabilitation, demolition and reconstruction, land acquisition, and new construction.

The following SHIP Plan technical revisions to the homeownership strategies of purchase assistance and homeowner housing rehabilitation are recommended to enhance housing programs implementation:

                     Revision to the purchase assistance strategy’s minimum buyer contribution requirement.  
                     Revision to the homeowner housing rehabilitation strategy’s property value limit of $151,000.
                     Revision to the homeowner housing rehabilitation strategy to clarify loan terms for non-amortized, reducing loans.

 

Background Information:

SHIP funding is utilized for the production and preservation of affordable rental and homeowner housing for very low, low and moderate income families.

The three-year Local Housing Assistance Plan (LHAP) was developed in accordance with the State Housing Initiatives Partnership (SHIP) Act, ss. 420.907-420.9079, Florida Statutes (1992), and Rule Chapter 67-37, Florida Administrative Code.  When programmatic changes are proposed that differ from the original three year plan, a technical revision to the plan is required. Technical revisions require local government approval and approval by the Florida Housing Finance Corporation.
