Summary:

This Employment Screening Affidavit must be executed by the County annually under the terms of the CJMHSA Grant agreement between the County and DCF. The CJMHSA Grant funds the expansion of the Public Defender’s Jail Diversion program. The affidavit asserts that all employees operating under the CJMHSA Grant have been screened in accordance with Florida Statutes Chapter 435.

Westcare Gulfcoast-Florida, Inc. (Westcare) provides all client services under the CJMHSA Grant. Westcare has executed an Employment Screening Affidavit attesting that all CJMHSA Grant employees have been screened as required.

Background/Explanation:

The CJMHSA Grant term is February 1, 2017 through January 31, 2020. The target population is adults who have been charged with a crime and have co-occurring substance use and mental health conditions. The primary goal of the program is to divert high-risk individuals (high systems users) from arrest, prosecution, or incarceration to treatment and support services.

The program’s objective is to serve 300 unduplicated individuals during the three year grant term. As of January 31, 2018, the close of the first program year, 111 individuals have been referred to the program with 49 being served.

The Board of County Commissioners (Board) approved the grant agreement with DCF on January 24, 2017, the service funding agreement with WestCare was ratified by the Board on April 25, 2017, and the first amendment to the grant agreement and first amendment to the service funding agreement were ratified by the Board on September 26, 2017.
