Approve the resolution authorizing the conveyance of seven (7) surplus parcels consisting of nine tracts of vacant County-owned land to Habitat for Humanity of Pinellas County pursuant to Florida Statutes §125.38; authorize the County Administrator to execute the legal instruments necessary for the conveyances; authorize the Chairman to execute the County deeds; and authorize the Clerk to record the County deeds and the resolution in the public records of Pinellas County, Florida.

Summary:
Approval of this resolution will authorize the conveyance of seven (7) surplus parcels consisting of nine tracts of vacant land suitable for single-family housing development to Habitat for Humanity of Pinellas County (Habitat). Habitat intends to construct single-family homes on the parcels.
Background Information:
Pinellas County acquired the subject parcels as part of neighborhood revitalization efforts in the Greater Ridgecrest Area (GRA). Properties were acquired with Community Development Block Grant (CDBG) and State Housing Initiatives Partnership (SHIP) funds to eliminate blighting influences, demolish substandard structures, provided public right of way for street, sidewalk and infrastructure construction, and to provide sites for construction of new housing.
The Board adopted Resolution 16-27 on April 26, 2016, declaring 67 County-owned parcels located in the GRA as surplus. This action included the seven subject parcels shown on the attached Location Map, as lots numbered 1-7 and sixty parcels located in the Dansville community which is within the GRA approximately 0.5 miles west of the subject area.
Habitat has a strong performance record of new affordable housing construction throughout Pinellas County and has completed construction of eleven new homes in Dansville with two additional homes under construction and nearing completion. The thirteen site locations of the new homes are properties previously conveyed to Habitat by Pinellas County as follows:
-On June 7, 2016 the Board authorized the conveyance of six surplus properties located in Dansville to Habitat for Humanity for the construction of affordable housing.
-On August 25, 2016 three surplus properties were sold to Habitat for Humanity for the construction of affordable housing.
-On September 26, 2017 the Board authorized the conveyance of four surplus properties located in Dansville to Habitat for Humanity for the construction of affordable housing.
Florida Statutes, §125.38 grants the Board authority to convey property that is not needed for County purpose to a not for profit organization for the purposes of promoting community interest and welfare if the Board determines it is in the best interest of the County.
