Approve Amendment No. 1 to the cooperative agreement with the United States Army Corps of Engineers (ACOE) to receive additional Federal funds per Public Law 84-99 appropriated by the United States Congress for the rehabilitation of the shore protection project at Sand Key in Clearwater to restore pre-storm conditions as a result of Hurricanes Hermine in 2016 and Irma in 2017.
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the agreement.
Funding of $23,233,651.00 will be provided to the United States Department of the Army (USDOA); non-federal matching funds are not required from the County.

Summary:
Approval of this amendment will allow the ACOE to include an additional $10,436,651.00 to the previously secured $12,797,000.00 of emergency federal funding, per Public Law 84-99, in the proposed upcoming Sand Key nourishment project. The project will place 690,000 cubic yards of sand lost from the beaches during Hurricanes Hermine and Irma. The project design and construction activities will be managed through the ACOE.
Background Information:
Details of the estimated costs and sand volume to rehabilitate Sand Key are documented in the 2016 Project Information Report (PIR) and related Addendum completed by the ACOE in October 2017. The upcoming Sand Key nourishment project is tentatively scheduled to begin in March 2018 and covers portions of Clearwater Beach, south to North Redington Beach, excluding Belleair Shore and the gaps shown in the project location map.
Fiscal Impact:
With this amendment, the total federal funding to be expended by the USDOA will be in the amount of $23,233,651.00; these funds are expended directly by the USDOA and do not pass through the County. No match is required from the County.
