Summary:

This request seeks purchase authorization for one (1) Pierce Manufacturing (Pierce) medium duty rescue squad truck. This purchase supports the County’s Technical Rescue Team in accordance with the Technical Rescue Team Agreement with the Cities of Clearwater, Largo, Pinellas Park, and St. Petersburg. 

The purchase is per the pricing, terms and conditions of Florida Sheriffs Association, Florida Fire Chiefs’ Association and Florida Association of Counties Contract No. FSA16-VEF12.0, Fire Rescue Vehicles and Other Equipment.  Ten-8 is the dealer for Pierce on this cooperative contract

 

Background Information:

This vehicle will replace the County’s Technical Rescue Unit 48 (TE48) which is 29 years old and at the end of its useful life. It will be utilized as one of four (4) primary, standard configuration Technical Rescue Units countywide. The vehicle’s primary purpose is for technical rescue missions and will be strategically placed in north County (central Clearwater) to be able to provide timely response to mid and north county incidents; it also provides back up to incidents countywide.  This unit has been specifically tailored to meet the needs of the Technical Rescue Team for equipment storage and functionality.

The preparedness for technical rescue situations is a critical need to address structure collapses, trench and below grade rescue, confined space rescue, rope rescue, and heavy machinery extrication incidents. The new vehicle’s useful life is expected to be 20 years and replaces a vehicle that is 29 years old.

Last year an identical vehicle was purchased and placed into service to cover South County (placed in Pinellas Park).  The vehicle has been successful at expediting access to equipment for rescue situations by utilizing roll-up door compartments. Standardization of equipment for such specialized teams has become a critical factor is procedural control and effectiveness.  Having identical vehicles for both North and South County will ensure equipment familiarity during emergencies and reduces design and training costs.

 

Fiscal Impact:

Total expenditure $432,531.00

 

Funding for this purchase is derived from the Emergency Medical Services Fund through the First Responder budget.
