Recommended Action

Approve the Second Amendment to the Federal Transit Administration (FTA) grant funding agreement with the Metropolitan Planning Organization, now known as Forward Pinellas, for the Fort De Soto Bay Pier and Dock Replacement Project.  Authorize the Chairman to sign and the Clerk of the Circuit Court to Attest.

FTA Grant No. FL-20-X004, County PID No. 000929A, increasing the duration of the agreement by 75 months, increasing the County’s match amount, and updating the contact information.

Summary:

This Second Amendment is necessary to modify the duration of the grant funding agreement retroactive to September 30, 2017, and extending the agreement duration to December 31, 2023.  This amendment also updates the project manager for notification purposes, and increases the local match amount from $400,000 to $3,340,000 to include the cost of construction activities not previously included with the original scope of work.

 

Background Information:

The Board of County Commissioners entered into the original agreement on July 12, 2012 to provide $1 million for preconstruction activities, including design and permitting, with a dedicated County match of $400,000.  The County Administrator entered into the First Amendment on September 10, 2015 to extend the agreement duration to September 30, 2017. 

Under this agreement, Forward Pinellas serves as the direct eligible recipient for grant funding from the FTA for the replacement of the Fort De Soto Bay Pier and Dock.  The $1 million from the FTA seeks to fund the cost of permitting and design activities, including the cost for completion of the National Environmental Policy Act requirements.  The County’s portion of match funding will pay for all construction activities, including construction engineering and inspection services.

Additionally, if after December 31, 2023, the County has not constructed the Fort De Soto Bay Pier and Dock Replacement project, then pursuant to the scope of work in this Second Amendment, the County agrees to reimburse Forward Pinellas, who in turn will reimburse the FTA for the entire $1 million grant award amount.

 

Fiscal Impact:

Funds are budgeted in the County’s Capital Improvement Program: Culture and Recreation, Countywide Parks Projects program allocation.  Public Works Department will handle project management for this project. The sources of funding are provided by Forward Pinellas through the FTA grant in the amount of $1 million, and a County match in the amount of $3,340,000 provided through the Infrastructure Sales Surtax (Penny for Pinellas).
