Summary:
Approval of this grant will provide 100% of the funding necessary to pay for construction activities, as well as construction engineering inspection (CEI) services for the Haines-Bayshore Road sidewalk improvement project, from U.S. 19 North to Sunrise Boulevard.
Background Information:
This project provides for construction of concrete sidewalk to fill the gaps on the south side of Haines-Bayshore Road, between U.S. 19 and Sunrise Boulevard (approximately 3,000 linear feet), and also adds a 6 foot shoulder to the south side of Haines-Bayshore Road. Sidewalk construction will be 10 feet wide from east of U.S. 19 to the western entrance of Clearwater Central Catholic High School, and will be 5 feet wide from Oak Street to Sunrise Boulevard. Construction of this project will provide connectivity to the future Pinellas Trail segment extending from Haines-Bayshore to Whitney-Wolford Road. County staff is currently in the process of seeking grant funding from FDOT for construction of this segment of Trail.
The FDOT also provided design funding for this project. Design activities are complete, and the project will be entering the bid phase upon full execution of this Agreement and issuance of a notice to proceed from FDOT. Right-of-way requirements and right-of-way certification have been completed by the County and accepted by FDOT as part of the design process. Construction activities are anticipated to commence in the summer of 2018, and expected to be completed prior to December 31, 2018.
Fiscal Impact:
Funding for this project is budgeted in the Capital Improvement Program: Transportation and Traffic Flow, Sidewalk Projects program allocation. The source of funding is provided by a federal pass-through grant administered by the FDOT through this LAP Agreement. The LAP Agreement is providing up to $740,580, or 100% of the funding necessary to complete construction of this project on a reimbursement basis.
