Approve the grant agreement with the Florida Department of Environmental Protection (FDEP) for the beach erosion control project known as Sand Key Segment/Pinellas County Shore Protection Project, FDEP grant agreement no. 17PI2 and County PID no. 001041A.

The FDEP is providing 50% of the County’s non-Federal cost share for an amount not to exceed $4,647,520.00.  The remaining non-Federal costs will be paid by the Tourist Development Tax.

Summary:

This funding amount not to exceed $4,647,520.00 will cover 50% of the County’s non-Federal contribution for the construction of the upcoming the Sand Key Segment/Pinellas County Shore Protection Project.

 

Background Information:

This is the fifth nourishment of Sand Key, including the initial project in 1988 and the most recent in 2012.  The upcoming project was awarded by the U.S. Army Corps of Engineers (Corps) and is expected to begin within the next few months.

Since requesting FDEP funding in July 2015, project cost estimates have increased from additional beach erosion from hurricanes Hermine (September 2016) and Irma (September 2017).  Federal emergency funding under PL 84-99 provides for 100% funding with no non-Federal match required.  The project includes $22,637,447.94 of PL 84-99 funding for impacts from hurricanes Hermine and Irma.  Due to lack of easements provided by beachfront land owners, nourishment gaps in the upcoming project totaling about 6,000 feet currently exist in Indian Rocks Beach, Indian Shores, Redington Shores, and North Redington Beach. Additional shoreline lengths may be nourished if additional easements are obtained and adequate funding is available prior to construction.

 

Fiscal Impact:

Funds are budgeted in the County’s Capital Improvement Program: Physical Environment, Coastal Management Projects program allocation.  The Tourist Development Tax dedicated for beach nourishment will pay for the County’s portion of costs.  The current estimated project costs are shown in the table below.  Should project costs increase, FDEP will provide total funding not to exceed $4,647,520.00, if needed, through approval of this agreement.  The Corp would also need to provide their proportionate share above the current commitment shown below if project costs increase due to additional beach erosion resulting from hurricanes Hermine and Irma.
