Approval and execution of the grant project funding recommendations submitted by the Substance Abuse Advisory Board (SAAB) for the Fiscal Year 2018 (FY18) Edward Byrne Memorial Justice Assistance Grant-Countywide (JAG-C) and grant administration documents including delegation of authority for grant administration and approval of recommendations on behalf of unincorporated Pinellas County.

Summary:
JAG-C is a U.S. Department of Justice (USDOJ) pass-through grant administered by the FDLE. JAG-C Projects must fall within a specific federal purpose area that reduces crime and/or improves the criminal justice system through law enforcement, the court system, the corrections system, education/treatment programs, community programs, and/or planning/technological programs.
FY 18 JAG-C submissions were received through a competitive solicitation and reviewed by the SAAB. On October 12, 2017, the SAAB approved the following ten (10) projects for funding:

PACE Center for Girls Spirited Girls! Program $10,000.00
Pinellas County Sheriff Sexual Predator and Offender Tracking $97,325.00
Suncoast Center Forensic Focused Outreach $33,500.00
Westcare Mustard Seed Inn $20,000.00

FDLE anticipates that $277,379.00 in funds will be set aside to be used within the County. Of the ten (10) recommended awards, seven (7) will be administered by Human Services. These projects have a combined total of $159,530.22.
The Pinellas County Sheriff, the City of Clearwater, and the City of St. Petersburg will administer each of their own respective projects directly with FDLE. These three (3) projects have a combined total of $117,848.78.
FDLE has not officially accepted the federal award at the State level and local projects are delayed due to FDLE timing. Human Services is moving forward with recommendations and participation documentation to avoid additional delay in the state process. No awards are final until the state process is complete.
Background Information:
Florida’s JAG-C program represents 60% of the state’s total federal Justice Assistance Grant award. The program is governed by Rule 11D-9 of the Florida Administrative Code (Code 11D-9) and funds are allocated to the County based partially on population and crime statistics.
The SAAB was established in 1989 to comply with Code 11D-9, stating Florida counties should appoint a substance abuse policy board that represents all components of the criminal justice system (law enforcement, state attorney, public defender, judiciary, corrections, education system, treatment facilities, and other community partners). The SAAB serves in an advisory capacity to the Board of County Commissioners and one of its primary duties is to review applications and recommend projects to be funded by JAG-C.
Fiscal Impact:
FDLE has indicated $277,379.00 will be set aside to be used within the County. Funding in the amount of $188,650.00 is included in Human Services’ FY18 Budget under Justice Coordination for the programs administered by Human Services Department.
