Approve the disbursement of funds from the Alcohol and Drug Abuse Trust Fund and the service funding agreement with listed agencies in accordance with the recommendations of the Substance Abuse Advisory Board (SAAB).

Summary:

Alcohol and Drug Abuse Trust Fund awards are disbursed annually to recipients who are licensed as substance abuse treatment providers with the Florida Department of Children and Families.  Funding is generated from court fees as outlined in Chapter 893.165 of the Florida Statutes that provides for an assistance grant process for allocation.

The Alcohol and Drug Abuse Trust Fund disbursement for FY18 is $53,000.00.  There were eight (8) applicants for the FY 18 Trust Fund requesting a total of $66,997.45. The SAAB is the appointed oversight committee to make funding recommendations to the Board of County Commissioners.  The SAAB has reviewed all requests for funding and recommended all eight (8) projects for the following award amounts at their October 12, 2017 meeting:

1.  Boley Centers -
                     Replace worn carpeting in Safe Haven facility           $8,082.50
with vinyl planking

2.  Directions for Mental Health -
                     Renovate the outdoor entrance of        $8,000.00
the Largo Children and Families Center
                     

3.  Family Resources - SafePlace2B Washer/Dryers and Icemakers        $7,000.00

4.  Gulf Coast Jewish Family & Community Services - Deterra Drug        $4,500.00
Deactivation Systems to supplement Operation Medicine Cabinet

Background Information:

The County has an established Alcohol and Drug Abuse Trust Fund (Trust Fund) for receiving assessments from court fees to disburse funds for alcohol and drug abuse treatment or educational programs. Each year, the County holds a competitive process to solicit applications from substance abuse treatment providers. Funds must be used for one-time only, non-recurring expenditures such as equipment, special projects, training, renovations, and formalized prevention activities.

The Alcohol and Drug Abuse Trust Fund awards fund projects that allow substance abuse agencies to maintain and improve the services provided to their clients. In Fiscal Year 2017 (FY17), awards were used to: update alarm systems and locks, renovate reception areas; install indoor and outdoor cameras with storage and monitoring capabilities; update and repair a laundry room; purchase and install a water softener; and renovate a lobby to improve client experience and create a secure area for staff.

 

Fiscal Impact:

The total contract amount of $53,000.00 is included in the FY18 Human Services, Justice Coordination budget appropriation. The funds are generated from the collection of $15.00 court fees as defined under Chapter 938.23 and 893.165 of the Florida Statutes.
