Approve the resolution accepting a Joint Participation Agreement (JPA) Supplemental #1 with the Florida Department of Transportation (FDOT) in the amount of $500,000.00 for the design and construction of an In-Line Baggage Screening System located in Ticketing “A” at St. Pete-Clearwater International Airport (PIE).
Authorize the Chairman to execute and the Clerk to attest.

Summary:
An In-Line Baggage Screening System in Ticketing “A” will expedite baggage screening process and increase the amount of baggage that the Transportation Security Administration (TSA) can process per hour. The increased baggage screening throughout will help to accommodate existing and future airline growth opportunities.
Background Information:
On May 19, 2015, the Board of County Commissioners approved the original JPA in the amount of $300,000.00 for the design and construction of a new In-Line Baggage Screening System for Ticketing “A”. The JPA requires 50% matching funds by the Airport and expires June 30, 2018.
The project scope has grown as a result of the TSA’s need to have a more robust automated baggage handling system that provides a greater and faster baggage screening throughput. Therefore, the project cost has increased above the original construction cost projection.
Due to the increased scope and construction cost estimate, PIE requested a Supplemental JPA to increase FDOT’s total match by $500,000.00, increasing the state’s share from $300,000.00 to $800,000.00. PIE expects to receive a TSA construction grant after the construction bids open in November 2017.

This project is included in the Fiscal Year 2018 (FY18) Adopted Budget and FY18-27 Capital Improvement Plan. The County portion of the funding for this agreement is derived from the Airport Fund, with $300,000.00 from Passenger Facility Charges and the remainder from Airport Reserves.
