Approve and execute the First Amendment with Operation PAR, Inc. (Operation PAR) for the Substance Abuse Service Expansion (SASE) and Access Increases in Mental Health and Substance Abuse Expansion (AIMS) Grant Awards from the U.S. Department of Health and Human Services, and incorporate additional Fiscal Year 2018 (FY18) appropriated funds to expand substance abuse and mental health services for Health Care for the Homeless Program and Pinellas County Health Program clients.

Authorize the Chairperson to sign and the Clerk to attest.

Summary:

This Amendment provides supplemental funding to the Health Care for the Homeless Program under the AIMS grant award effective September 1, 2017. This additional funding will cover expanded Medication Assisted Treatment (MAT) services and decrease barriers to successful client engagement. Furthermore, this Amendment authorizes acceptance of federally-approved carry forward monies under the SASE grant award for the period of March 1, 2017, through February 28, 2018.

This Amendment also extends MAT services to additional clients under the Pinellas County Health Program (PCHP) with funding from the FY18 County Decision Package. The expanded services will improve the delivery of substance abuse services for PCHP clients with a focus on MAT for opioid disorders.

 

Background Information:

Opioid misuse has plagued Pinellas County, Florida for close to a decade. Between 2015 and 2016, opioid specific overdose deaths increased by fifty-two percent (52%), with 181 and 275 opioid specific overdoses respectively. The Pinellas County Health Care for the Homeless Program has also encountered a high demand for MAT services for clients under SASE funding. During the first 13 months of the project, Pinellas County provided MAT services to 81 unduplicated clients.

This Amendment provides additional funding to the Health Care for the Homeless Program under the AIMS and SASE grant awards to improve and expand the delivery of substance abuse services. This Amendment also provides funding to expand MAT services to additional PCHP clients, offering much needed treatment for clients coping with addiction and mental health challenges.

 

Fiscal Impact:

This Amendment provides supplemental federal AIMS funding in the amount of $99,282.00 effective September 1, 2017. The new grant funds were not anticipated in the FY17 Budget or included in the FY18 Adopted Budget. Human Services will submit a budget resolution to amend the FY18 Budget. No County match is required.

 

This Amendment also includes one-time, carry forward funding in the amount of $169,340.00 from the SASE grant award for the period of March 1, 2017 through February 28, 2018. Ongoing funding equivalent to the original award amount of $325,000.00 will continue beyond the current grant year dependent upon Congressional appropriation and satisfactory performance. No County match is required.

 

In addition to federal grant funding, an amount not to exceed $204,000.00 per fiscal year has been included within the Human Services’ General Fund appropriation for FY18 to expand MAT services for PCHP clients.
