Approve the award of bid to The Lane Construction Corporation for Fiscal Years 2018 - 2020 Countywide Pavement Preservation projects.
Bid No. 167-0506-CP(DF); PID No. 003139A; in the amount of $11,798,212.35 on the basis of being the lowest responsive, responsible bid received meeting specifications. All work is expected to be completed within 830 consecutive calendar days. Authorize the Chairman to sign and Clerk of Court to attest.

Summary:
The purpose of this contract is to mill, resurface, and re-stripe various roadways, parks, and parking lots to preserve and improve pavement surfaces at various locations throughout the county. Individual projects will be facilitated via a work order process; a project list is included as an attachment.
Background Information:
The County has an ongoing pavement condition assessment and rehabilitation program for approximately 1,100 centerline miles of roadways. The condition of the County’s roadway network is evaluated annually using the Army Corps of Engineer’s PAVER 7.0 Pavement Management System.
The PAVER system provides a pavement condition index (PCI) that Public Works uses to establish annual priorities for the pavement preservation program. This list of projects is evaluated and prioritized by staff using the PCI for roadway and field assessments. These priorities are then formalized and issued to the contractor as individual a work orders for construction. Individual work orders consist of milling, resurfacing, and application of pavement markings along prioritized arterial, collector, and local roadways throughout the County. This contract is also used for paving certain County park roads and parking lots and may be used for roadways in the Municipal Services Taxing Unit (MSTU) Program.
Fiscal Impact:
Expenditure not to exceed $11,798,212.35
Funding is derived from the Infrastructure Sales Tax (Penny for Pinellas) and the MSTU program fund: Transportation and Traffic Flow, Road Resurfacing and Rehabilitation program allocation.
