Approval and execution by the County Administrator of the Interlocal Agreement with the Florida Department of Health in Pinellas County (DOH) for Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome (HIV/AIDS) Outreach and Education

Summary:

Funding from this Agreement will allow DOH to expand their HIV/AIDS Program to increase capacity and further outreach and education in the community.  The identified goals are to provide outreach, education and information about local services to high risk populations through social media, and to provide outreach and education to identified high-risk populations within high-incidence zip codes in Pinellas County. 

 

Background/Explanation:

An estimated 20-25% of persons living with HIV/AIDS know they are infected and are not receiving consistent care.   New treatments and medications can lead to longer, healthier lives for people with HIV/AIDS, and treatment and education can reduce the transmission of HIV. 

The DOH HIV/AIDS Program has provided patient care services to the HIV/AIDS community for over twelve years.  Their HIV/AIDS patient care clinic is funded through state general revenue funds and Ryan White funds along with the support of a private hospital. The clinic offers state of the art patient care, HIV counseling and testing, case management, nutritional services, etc., and access to pharmaceuticals.  The clinic currently sees 800 - 1000 clients annually.

 

Fiscal Impact:

Funding in the amount of $50,000.00 has been appropriated in the Human Services’ General Fund budget for Fiscal Year 2018.  

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
