Recommended Action

Sitting as the Pinellas County Emergency Medical Services (EMS) Authority, approve the Advanced Life Support (ALS) First Responder Agreement with four (4) municipalities and independent fire districts.

Authorize the Chairman to sign and the Clerk to attest.

Summary:

The EMS Authority has determined that a single-tier all Advanced Life Support EMS system with a First Responder component and a transport component is in the best interest of public safety, health and welfare.

The EMS Authority desires to contract with various municipalities and independent special fire districts in the County to provide ALS First Responder Services per the attached agreement.

This agreement stands apart from the master ALS First Responder Agreement in that there is additional phased-in funding for new ALS First Responder Units as follows:

- Clearwater Medic 145 (1 Position 50% in FY18 and 100% in FY19)
- Largo Medic 40 (1 Position 100% in FY18) and Squad 39 (1 Position 100% in FY19)
- Lealman Engine 19 (1 Position 50% in FY18 and 100% in FY19)
- Pinellas Park Engine 16 (1 Position 50% in FY18 and 100% in FY19)

-  There is added enabling language for ongoing priority dispatch opportunities, within these four agreements, as the system looks for continued efficiency and effectiveness with our partners and providers.

 

Background Information:

On August 19, 2014, the Board of County Commissioners, sitting as the EMS Authority, approved the current ALS First Responder Agreement with 17 municipalities and independent fire districts. The current agreement will expire on September 30, 2017.

The EMS Authority and First Responder agencies now desire to enter into a new ALS First Responder Agreement with an initial two-year term beginning on October 1, 2017 and ending on September 30, 2019. This new agreement will also have the option for three (3) additional one-year extensions.

 

Fiscal Impact:

Funding in the amount of $19,336,741.00 is consistent with the Fiscal Year 2018 Proposed Budget for the Emergency Medical Services Fund.
