Approval of the award of bid as listed below for Division Z adult drug court treatment services:

1) Curaparr, Inc. d/b/a Center for Rational Living (Curaparr)- Groups 2 & 3
2) Wayne A Grosnick & Associates, PA d/b/a Solutions Behavioral - Group 4
3) WestCare Gulfcoast-Florida, Inc. (WestCare) - Groups 1, 5 & 6

Contract No. 167-0087-B(JA); Division Z in the average annual amount of $696,557.50 for a total of  $3,482,787.50 for 60 months, on the basis of being the lowest responsive, responsible bid received, per group, meeting specifications.

Summary:

Drug Court Division Z provides drug treatment services for qualifying adults as a prison diversion program.  The program offers behavioral health screenings and assessments, transitional housing, mentoring, outpatient treatment, and residential treatment services. 

The Division Z program is funded with State appropriated dollars, in coordination and partnership with the Sixth Judicial Circuit Court and local treatment providers

 

Background Information:

The Pinellas County Adult Drug Court Program (ADC) provides drug treatment services for local offenders as an alternative to incarceration.  The program leverages local, state, and federal resources to provide services to a range of at-risk populations.

Eligible offenders are offered a voluntary 18 to 24 month court-supervised comprehensive treatment program involving regular court appearances before a drug court judge.  As of June, the ADC has received 41 new admissions for Fiscal Year 2017 (FY17) with a total of 103 new and continuing clients served.  In FY16, 85 total clients were served including new admissions and continuing clients.  From FY15 through June in FY17, 38 individuals have graduated from the ADC and 42 individuals have been discharged as non-compliant or incurring a new offense.

While WestCare provided a lower cost for services under Group 2, WestCare has indicated it is not fiscally feasible to service Group 2 based on the low number of clients.  Therefore, award is being recommended to Curaparr.

Under ADC, Division Z provides drug treatment services to eligible adults through state appropriation for higher-risk, prison-bound offenders. This contract for Division Z drug court treatment services is in coordination with a separate contract for Division N.  The two new contracts replace a current contract which currently encompasses both Division N and Division Z services expiring September 30, 2017. Since Division Z services are funded by the state and aligned with the state fiscal year, it was determined that the agreements would move forward separately to better account for the requirements of each program.

Prices shall be held firm for the first 24 months.  Thereafter, the contract has a provision for Consumer Price Index adjustments every 12 months.

 

Fiscal Impact:

 

Estimated 60 month expenditure not to exceed $3,482,787.50.

 

Funding for Division Z is derived from State appropriated dollars.
