Summary:
This action extends the current Fire Protection Services Agreement for two (2) years beginning October 1, 2017 and ending September 30, 2019. All terms of the current agreement will remain in force and effect as if the original term of the contract extended to September 30, 2019.
Background Information:
These contract extensions cover eight (8) Fire Agencies that currently contract with the County to provide the fire protection and suppression services to 10 identified Districts as defined in and pursuant to the 2014 Fire Protection Services Agreement under this extension request. These 10 districts are generally unincorporated areas that are within close proximity to city fire service areas or areas that the fire agency contractor has agreed to the provision of services for a negotiated cost. Although there are more than 10 districts as mentioned below in the fiscal note, this contract extension involves only 10 districts. The remaining have existing contracts in force. Appendix A contained within the 2014 attached contract lists each contractor and the districts they cover. Largo contracts for three (3) districts explaining the eight (8) agencies and 10 districts mismatch.
Fiscal Impact:
Funding in the amount of $13,065,650.00 is consistent with the Fiscal Year 2018 Proposed Budget for the Fire Districts Fund. The Fire Districts Fund accounts for the cost of operating 12 Fire Districts throughout the County which provide fire and suppression services to unincorporated areas of Pinellas County. Each fire district receives funding from the Municipal Service Taxing Unit (MSTU) to fund those unincorporated areas within a particular fire district. These funds are distributed via the contracts under consideration to finance the provision of fire protection services to the Fire Districts. The fund is administered by the Safety and Emergency Services Department - EMS and Fire Administration Division.
