Sitting as the Pinellas County Emergency Medical Services (EMS) Authority, approve the Advanced Life Support (ALS) First Responder Agreement with the City of St. Petersburg.

Authorize the Chairman to sign and the Clerk to attest.

Summary:

The EMS Authority has determined that a single-tier all Advanced Life Support EMS system with a First Responder component and a transport component is in the best interest of public safety, health, and welfare.

The EMS Authority desires to contract with the City of St. Petersburg to provide ALS First Responder Services per the attached agreement.

This agreement stands apart from the master ALS First Responder Agreement in that:
-  There is a 3.5% capped annual increase over the prior fiscal year.  This increase aligns with known contract costs as opposed to forecasted costs.
-  The City of St. Petersburg maintains a fund balance where other cities do not.
-  There is added enabling language for ongoing priority dispatch opportunities, within this specific agreement, demonstrating the willingness to bring additional efficiency and effectiveness to the system with our partners and providers.

 

Background Information:

On August 19, 2014, the Board of County Commissioners, sitting as the EMS Authority, approved the current ALS First Responder Agreement with the City of St. Petersburg. The current agreement will expire on September 30, 2017.

The new ALS First Responder Agreement is for an initial two-year term beginning on October 1, 2017 and ending on September 30, 2019. This new agreement will also have the option for three (3) additional one-year extensions.

 

Fiscal Impact:

Funding in the amount of $13,205,602.00 is consistent with the Fiscal Year 2018 Proposed Budget for the Emergency Medical Services Fund.

 

This includes service to East Highpoint.
