Approval of the award of bid as listed below for Division N adult drug court treatment services:

1) Curaparr, Inc. d/b/a Center for Rational Living - Group 2 & 3
2) Wayne A. Grosnick & Associates, Inc., d/b/a Solutions Behavioral Healthcare Consultants - Group 4
3) WestCare GulfCoast-Florida, Inc. - Group - 1 & 5

Contract No. 167-0086-B(JA) Division N in the annual amount of $706,975.00 for a  total of $3,534,875.00 for 60 months, on the basis of being the lowest responsive, responsible bids, per group, meeting specifications.

Summary:

Drug Court Division N is a diversion program that provides drug treatment services for qualifying adults. The program offers behavioral health screenings and assessments, transitional housing, mentoring, outpatient treatment, and residential treatment services.

Division N is funded with County appropriated dollars, coordinated in partnership with the Sixth Judicial Circuit Court. 

 

Background Information:

The Pinellas County Adult Drug Court Program (ADC) provides drug treatment services for local offenders as an alternative to incarceration.  The program leverages local, state, and federal resources to provide services to a range of at-risk populations. 

For Fiscal Year 2016, the ADC treated approximately 1,165 participants with 472 new admissions during the year. The ADC graduated 296, or 60.3 percent of all exits, and graduates spent an average of 625 days in drug court.  In addition, recent program statistics show a four-year retention rate of 73 percent through 2015.

Under ADC, Division N provides drug treatment services to eligible adults through County General Fund appropriated drug court funding each year.  This is the main drug court funding that has been supported by the County since the inception of the drug court program.

This new contract award replaces an agreement which is expiring as of September 30, 2017.  The expiring agreement incorporated both Division N and Division Z services.  Since Division Z services are funded under State appropriation for higher-risk, prison-bound offenders aligned with the state fiscal year, it was determined that the agreements would move forward separately to better account for the requirements of each program.

Prices shall be held firm for the first 24 months. Thereafter, the contract has provision for Consumer Price Index adjustments every 12 months.
 

Fiscal Impact:

Estimated 60 month expenditure not to exceed:  $3,534,875.00

 

Funding is derived from the Human Services, Justice Coordination Operating Budget.
